The origin was that it was built as the separate temple of the Ichinomiya Shrine which was built in this area. Then, when Kobo Daishi visited this land, he carved an eleven faced Kannon statue as a principal image and changed the name to Houjyu-ji and made this a hallowed ground. At the same time, when the Daishi conducted a faith healing for the wife of the provincial governor Ochi, she delivered a baby safely and that is why it is also worshiped as the Kannon of safe delivery.
