In the "Tosa Diary" (Ki no Tsurayuki) it is located on a hill overlooking the Muroto Cape written as "Murotsu Minato" and locally referred to as "Tsu-dera". Kobo Daishi, realized that the shape of the mountain was similar to the gem that Kshitigarbha has, and carved the Enmei Jizo-bosatsu as the principal image. The principal image is also referred to as Kajitori Jizo (steering Jizo) and a miracle legend record when the Tosa clan lord Yamauchi Kazutoyo was saved from marine disaster in Keichō year 7 (1602) remains.
