The temple legend says that in Tenpyo year 13 (741), was built as an imperial prayer dojo by Gyoki Bosatsu at the time the 68 Kokubun-ji and Kokubun nunnery were built. It is also said that in Kōnin year 7 (816), Kobo Daishi visited this land and carved the principal image of Senjū Kannon and such, revived the temple and defined the current temple name. The Japanese styled layered Shoro-mon (gate with bell tower) facing the pilgrim road, is a stately style which shows the vestiges of the old times.
